アルゼンチンで、インフレの懸念が現実化したことを受け、外国に縁故のある人々がビザの発給を求めて、同国駐在の外国大使館に押寄せるなど、大規模な「エクダス（脱出）」現象が起きつつある。アルゼンチンでは、ペソの切り下げで小麦の値段が６０％も跳ね上がるなど生活必需品価格の高騰で、経済改革が失敗に終わるだろう、とする悲観的な展望が相次いでいる。

▲「脱出」始まるか〓最近、アルゼンチン駐在の欧州諸国の大使館には、就職や移住先を求めて祖国を離れ海外に出ようとする人々が、一日に数百人ずつ押寄せているとＡＰ通信が報じた。とりわけスペイン大使館の前には、スペイン系アルゼンチン人ら、簡易椅子の上で徹夜しながら順番を待つ人々で長蛇の列ができている。


最近、アルゼンチンでは、紙おむつ、輸入物のコーヒー、家電製品など生活必需品の値段が３０％ほど高騰した。小麦粉の値段は６０％も跳ね上がった。


今年２０歳になる息子のビザを求めて８日、イタリア大使館を訪れた法律家のアリシア・グリピ氏は「アルゼンチンの経済展望は極めて不透明だ。何よりも深刻な問題は、単に預金を下ろすだけで銀行の前に何時間も並ばなければならないこと」だと語った。

１）朴正熙元大統領、プエブロ号事件で北への報復を主張　歴代大統領資料公開

大統領府は、９日、李承晩（イ・スンマン）尹潽善（ユン・ボソン）朴正煕（パク・チョンヒ）崔圭夏（チェ・ギュハ）全斗換（チョン・ドゥファン）盧泰愚（ノ・テウ）金泳三（キム・ヨンサム）の歴代大統領の親書などの未公開資料１０３２件を公開した。

公開された歴代大統領の記録（統治史料）には、公式外交文書１２３点、全斗換、盧泰愚元大統領の公式行事の録音テープ７１９点、金泳三前大統領関連の記録４６０点などが含まれている。


これらの資料によると、１９６８年に朝鮮民主主義人民共和国（北朝鮮）の１２４部隊が、韓国大統領府を攻撃するために侵入した１・２１事件とプエブロ号ら致事件直後に、朴元大統領が北朝鮮への軍事攻撃を強く主張、事態を外交的に解決しようとする米国側とかっとうをもたらしたことが確認された。


朴元大統領は、この二つの事件の直後である２月５日、当時のジョンソン米大統領に書簡を送り、「共産主義者に対しては、彼らの侵略行動が必ず相応の報いを受けるという教訓を知らしめなければならない」と軍事的報復を要請した。


しかし、ジョンソン元大統領は、２月９日と２８日付の書信を通じて「私もこの事態を深く懸念しているものの、考慮しなければならない点がたくさんある」とし、対北軍事行動に対して間接的に反対の立場を明らかにした。


また１９６３年、当時の朴正煕国家再建最高会議議長が、軍政延長の意思を明らかにするや、当時のケネディ米大統領は、否定的な意思を表明したことが明らかになった。


ケネディ元大統領は、６３年３月１６日、朴議長が軍政延長の必要性に言及した直後の３１日、朴議長宛ての手紙で「韓国の現在の政治問題は、韓国国民全体が納得する民政移譲への手続きの合意に向けて、貴国の政府と政治指導者らが協議をすることで、解決できるものと信じる」と述べ、軍政延長に対して、否定的な意思を表明した。


これらの史料を検討した金一栄（キム・イルヨン）成均館大教授は「米国の国務省も、６０年代の関連資料を公開していない状況だ。プエブロ号事件などに関する記録などは、当時の韓米間の対応方式の違いが、１次資料を通じて明らかになるという点で意味がある」と語った。




２）Park Jung-Hee Requested U.S. Attack on NK after the Kidnapping of the Pueblo in 1968

Cheong Wa Dae released 1032 unpublished materials including the autographed letters of former presidents.

The released Presidential documents include 123 diplomatic documents of former presidents, 719 tapes which recorded official events of former Presidents Chun Doo-Hwan and Rho Tae-Woo, and 460 documents related to former President Kim Young-Sam.


According to the documents, former President Park requested U.S. military action against the North during the 1.21 incident in which 124 North Korean units intruded into the South to attack Cheong Wa Dae and kidnapped the Pueblo in 1968. Park confronted the U.S. who tried to resolve the situation diplomatically and peacefully.


Former President Park sent a letter to then U.S. President Linden B Johnson on Feb. 5th right after the two incidents and requested military retaliation, writing "We should teach the Communists a lesson that their aggression will be evenly returned."


However, former U.S. president Johnson indirectly objected to a military retaliation in letters written on Feb. 9th and 28th which read "I am worrying about this incident as well but there are many related factors to consider."

With the worries of inflation coming true in Argentina, people who have relatives abroad rushed to foreign embassies to get visas indicating an imminent grand `exodus`. Recently in Argentina, the price of daily necessaries soared due to the devaluation of the peso, and people expect the measures for economic reform to end in failure.

▽ Starting `exodus` = The Associated Press reported that hundreds of citizens flocked to the embassies of Europe countries to immigrate or to work abroad, and escape Argentina. Especially at the Spanish embassy, long lines of Spanish Argentines sit through the night on the simple benches.


Recently in Argentina, the price of daily necessaries like diapers, imported coffee, electrical appliances jumped about 30 percent. The price of wheat flour soared as much as 60 percent.


Alicia Gripi, a lawyer who went to the Italian consulate on the 8th to get a visa for his 20-year-old son, said, "The economic prospects for Argentina are difficult to predict. The most serious problem is spending several hours in line to withdraw my money."


▽ "The value of the peso plunged by 63 percent" = JP Morgan projected in a report on the prospects of the currency policy in Argentina that the value of the peso can fall by a maximum of 63 percent. The International Economic Research Institute in Washington D.C. made a negative projection that the dual exchange rate system will finally come to failure and only aggravate corruption and bad speculation.


The government of Argentina is communicating with the IMF and countries like U.S., Germany and Spain to obtain a loan amount of 15 billion dollars to boost the economy, but the prospect is hard to say.


Meanwhile, `The committee of creditors of Argentina` sent a letter to the Argentine government, which reads, "The central bank plans to pay back the 1.3 billion and 50 million dollars lent by foreign investment banks such as JP Morgan. We will go so far as to sue when it enforces the plan."
