President Orders Disaster Aid For New York Terrorist Attack

Washington, D.C., September 11, 2001 -- The head of the Federal Emergency
Management Agency (FEMA) reported today that President Bush has ordered
the release of federal disaster resources and funds for New York to
support emergency response efforts and aid victims of the catastrophic
terrorist attacks on the World Trade Center this morning.
FEMA Director Joe M. Allbaugh said the President took the action based
on New York Gov. George E. Pataki's expedited request for federal assistance.
"My heart and prayers are with the families of those who were killed
and injured today, especially with the families that are waiting for
news of loved ones," Allbaugh said. "All of the resources of FEMA, including
our 5,000 employees, are at the President's disposal. Eight Urban Search
and Rescue teams are en route to New York, as are medical teams. We
will do all we can."
Allbaugh said the emergency resources released by the President's major
disaster declaration can range from the use of federal personnel, equipment
and lifesaving systems to the delivery of food, water, medical supplies
and other essential materials as required for sustaining human life.
In addition, federal assistance will be available to supplement the
recovery needs of stricken individuals, families and business owners
in the counties of Bronx, Kings, New York (boroughs of Brooklyn and
Manhattan), Queens and Richmond.
The assistance, to be coordinated by FEMA, can include funds to help
meet temporary housing needs, grants for medical, funeral and other
serious disaster-related expenses, and low-interest loans from the U.S.
Small Business Administration to cover residential and business losses
not fully compensated by insurance. Unemployment assistance and funding
for crisis counseling services also will be available under the declaration.
Additionally, Allbaugh said federal funds will be provided to the state
and affected local governments in the designated counties to pay 75
percent of the eligible costs for debris removal, emergency services
related to the disaster, and repairing or replacing public facilities
damaged by the explosions and fires. The state also can apply for funding
on a cost-shared basis for approved projects that reduce future disaster
risks.
Allbaugh, who designated the counties eligible for federal aid following
the declaration, indicated that assistance may be made available to
additional jurisdictions as soon as damage can be assessed throughout
the stricken area.
Theodore A. Monette of FEMA was named by Allbaugh to coordinate the
federal relief effort. Monette said that residents and business owners
who sustained losses in the designated counties can begin the disaster
application process on Wednesday, September 12, by calling 1-800-462-9029,
or 1-800-462-7585 (TTY) for the hearing and speech impaired. The toll-free
telephone numbers will operate from 8 a.m. to 6 p.m. seven days a week
until further notice.

FEMA Suggests Donation Avenues To Help Victims Of The Terrorist Events
Washington, D.C. September 11, 2001 -- The Federal Emergency Management
Agency (FEMA) is urging those interested in helping victims of the apparent
terrorist events to give blood or cash donations. Those interested in
giving blood should call the American Red Cross blood donation hotline,
at 1-800-448-3543. The American Red Cross can accept cash donations
through 1-800-HELP NOW, and the Salvation Army can accept financial
contributions through 1-800-SAL ARMY. Persons who wish to donate their
services should contact their local American Red Cross office.
FEMA does not accept donations, but works closely with volunteer agencies
that provide a wide variety of services after emergencies, including
childcare, crisis counseling, sheltering and food.

FEMA Mobilizes Twelve Urban Search and Rescue Teams
National Urban Search and Rescue Response System
Washington, D.C. September 11, 2001 -- The Federal Emergency Management
Agency has deployed 12 Urban Search and Rescue (US&R) Teams -- eight
to New York and four to Washington DC -- to search for victims in buildings
damaged by Tuesday's apparent terrorist attacks. The teams operate around
the clock, and include engineers and other technical experts and specially
trained search dogs.
The National US&R, coordinated by FEMA, provides for the response of
expertly trained and well-equipped urban search and rescue teams from
over the country to assist when local resources are overwhelmed.
FEMA's US&R teams are trained and equipped to handle any structural
collapse, and consist primarily of local emergency services personnel
from 18 states.
Units deployed to New York include:
Massachusetts Task Force 1
Ohio Task Force 1
Missouri Task Force 1 Pennsylvania Task Force 1
Indiana Task Force 1
California, Task Force 1, Task Force 6, and 7
Units deployed to Washington, DC include:

TASK FORCE CAPABILITIES:
Physical search and rescue operations in damaged/ collapsed structures.

Assessment/shut off of utilities to houses and other buildings.
Hazardous materials survey/evaluations.
Structural/hazard evaluations of buildings needed for immediate occupancy
to support disaster relief operations.

FEMA Fully Activated in Response to Apparent Terrorist Events
Washington, D.C. September 11, 2001 -- In response to the apparent terrorist
events, FEMA's Washington-based Emergency Response Team (EST) has fully
activated and on 24-hour operations. All 10 of the FEMA regions - headquartered
in Boston, New York City, Philadelphia, Atlanta, Chicago, Denton, TX,
Denver, San Francisco and Bothell, Wash. - are also fully activated.
FEMA has activated the Federal Response Plan, which brings together
28 federal agencies and the American Red Cross to assist local and state
governments in response to national emergencies and disasters. Already,
FEMA has deployed eight Urban Search & Rescue teams (US&R) to New York
City to search for victims in the affected buildings. US&R teams are
specially trained teams that include engineers and other technical experts
as well as specially trained search dogs. Another four teams have been
deployed to the Pentagon, for search and rescue efforts there.
In addition, disaster medical teams and disaster mortuary teams are
on stand-by in New Jersey and Washington D.C. to respond when requested.
FEMA has requested that the U.S. Army Corps of Engineers handle debris
removal in the affected areas.
FEMA support is working closely with the White House to ensure coordination
and management of the consequences of the events. The Department of
Justice has immediate responsibility for crisis management.

FEMA Responds to Terrorism Attacks
President Orders Disaster Aid For New York Terrorist Attack
Washington, D.C. September 11, 2001 -- FEMA is working closely with
the White House and other federal agencies to provide assistance following
several apparent terrorism attacks today. High-level meetings between
senior officials from all federal agencies and the Vice President and
Condolezza Rice are underway.
An operation plan for these types of acts is in place, and FEMA is currently
implementing this plan.
FEMA has activated its operations center, and is working closely with
the FBI's Strategic Operation Information Center (SOIC). FEMA's SIOC
liaison has been activated.
The Department of Justice has immediate responsibility for crisis management.
All federal agencies play a role to respond to the affects of these
attacks as part of the Federal Response Plan, and FEMA will coordinate
these efforts on behalf of President Bush.

US hit by terrorist attacks
America has been rocked by a series of co-ordinated attacks on the World
Trade Center in New York and the Pentagon in Washington, the worst act
of terrorism that the modern world has seen.
Terrorists crashed two hijacked aircraft into the World Trade Center
in New York City, knocking down the twin 110-story towers this morning.
A third hijacked commercial airplane crashed into the Pentagon, the
nerve centre of the American military, in Washington, DC.
A fourth hijacked aircraft crashed near Pittsburgh, Pennsylvania.
as well as hundreds more presumed to have perished on board the hijacked

President George W. Bush ordered the military to be put on full wartime
alert and vowed to "hunt down and punish those responsible". America
has also sealed its land borders.
Both airplanes involved in the New York attacks were from the American
Airlines (AA) fleet. The first was AA Flight 11, hijacked after take-off
from Boston en route to Los Angeles, with 81 people on board.
The second passenger airplane was AA Flight 77, hijacked from Washington
en route to Los Angeles, with 58 people on board.
The planes blasted fiery, gaping holes in the upper floors of the twin
towers shortly before 9 am local time (1400 BST). The southern tower
collapsed with a roar about an hour later, and the northern tower followed
within the half hour.
"This is perhaps the most audacious terrorist attack that・/FONT>s ever
taken place in the world," said Chris Yates, an aviation expert at Jane・/FONT>s
Transport in London. "It takes a logistics operation from the terror
group involved that is second to none. Only a very small handful of
terror groups is on that list. ... I would name at the top of the list
Osama bin Laden."
All airplanes were grounded across the country by the Federal Aviation
Administration. All bridges and tunnels into Manhattan were also closed
down.
Heavy black smoke billowed into the sky above the gaping holes in the
side of the twin towers, one of New York City・/FONT>s most famous landmarks,
and debris rained down upon the street below, one of the city・/FONT>s
busiest work areas. When the second airplane hit, a fireball of flame
and smoke erupted, leaving a huge hole in the glass and steel tower.
John Axisa, who was getting off a commuter train to the World Trade
Center, said he saw "bodies falling out" of the building. He said he
ran outside and watched people jump out of the first building, and then
there was a second explosion, and he felt heat on the back of his neck.
Within the hour of the New York attacks, the Pentagon in Washington
took a direct, devastating hit from a commercial airliner. A portion
of one side of the five-sided structure collapsed.
Secondary explosions were reported after the attack and great billows
of smoke drifted skyward. Authorities immediately began deploying troops,
including a regiment of light infantry.
Away from the Pentagon, unexplained explosions were reported in the
vicinity of the State Department and Capitol Hill.
United Airlines confirmed that two of its aircraft crashed this morning.
One airplane with 45 on board crashed near Pittsburgh, Pennsylvania.
The airline did not disclose the location of the second aircraft, but
it was believed to be involved in the Pentagon attack. A total of 110
people were on board both airplanes.
Terrorist bombers struck the World Trade Center in February 1993, killing
six people and injuring more than 1,000 others. Fifty thousand people
usually work in the buildings.
It is believed that the attack is the work of Islamic fundamentalists.
Tony Blair has called a meeting of senior ministers.
Mr Blair, speaking at the TUC conference in Brighton, said: "This mass
terrorism is the new evil in our world today it is perpetrated by fanatics.
We, the democratic societies of the world are going to have to come
together to fight it together."

Statement by President Bush
Here is what President Bush said this morning at the Emma Booker Elementary
School in Sarasota, Florida:
"Ladies and gentlemen, this is a difficult moment for America. I, unfortunately,
will be going back to Washington after my remarks. Secretary Rod Paige
and the Lt. Governor will take the podium and discuss education. I do
want to thank the folks here at Booker Elementary School for their hospitality.
"Today we've had a national tragedy. Two airplanes have crashed into
the World Trade Center in an apparent terrorist attack on our country.
I have spoken to the Vice-President, to the Governor of New York, to
the Director of the FBI, and have ordered that the full resources of
the federal government go to help the victims and their families, and
to conduct a full-scale investigation to hunt down and to find those
folks who committed this act.
"Terrorism against our nation will not stand.
"And now if you would join me in a moment of silence. May God bless
the victims, their families, and America.
Thank you very much."

Osama bin Laden 'warned of attacks'
Followers of Osama bin Laden, the suspected Saudi terrorist, gave warning
three weeks ago that they would carry out a "huge and unprecedented
attack" on American. interests, a London-based Arab journalist said
today.
Abdel-Bari Atwan, the editor of the Al-Quds al-Arabi newspaper, said
that he received a warning from Islamic fundamentalists close to bin
Laden, but did not take the threat seriously.
"They said it would be a huge and unprecedented attack but they did
not specify," Mr Atwan said in a telephone interview.
"We usually receive this kind of thing. At the time we did not take
the warnings seriously as they had happened several times in the past
and nothing happened. This time it seems his people were accurate and
meant every word they said."
Mr Atwan, who interviewed bin Laden in 1996 and has since maintained
contacts with his followers, said he believed that the attack on the
World Trade Center in New York was the work of "an Islamic fundamentalist
group" very close to bin Laden.
The United States accuses bin Laden of operating a terrorist network
from his bases in Afghanistan, and of blowing up two American embassies
in East Africa in 1998. The Taleban, who have refused to hand him over,
deny the charge.
Mr Atwan said he was surprised by the scale of the attack, but said
it was merely a continuation of bin Laden・/FONT>s "Fatwa" - religious
edict - against America. He said that anti-American sentiment was running
high in the Middle East because of perceived United States support for
Israel.

Attacks celebrated in West Bank
Thousands of Palestinians celebrated today's terror attacks in the United
States, chanting "God is Great" and distributing sweets to passers-by,
even as their leader, Yassir Arafat, said he was horrified.
The US Government has become increasingly unpopular in the West Bank
and Gaza Strip in the past year, with many Palestinians accusing Washington
of siding with Israel.
In the West Bank town of Nablus, about 3,000 people poured into the
street shortly after the attacks on the World Trade Center in New York
and the government targets in Washington.
Demonstrators distributed sweets in a traditional gesture of celebration.
Several Palestinian gunmen shot in the air, while other marchers carried
Palestinian flags. Nawal Abdel Fatah, 48, wearing a long black dress,
threw sweets in the air, saying she was happy because "America is the
head of the snake, America always stands by Israel in its war against
us".
Her daughter Maysoon, 22, said she hoped the next attack would be launched
against Tel Aviv.
In traditionally Arab East Jerusalem, there was a smaller gathering
of about two dozen people, many of them young children led in chants
by adults. Some drivers passing the scene honked their horns and flashed
victory signs from their windows.
Mr Arafat and his top advisers huddled at his seaside office in Gaza
City, watching the events unfold on television. Mr Arafat later emerged
to speak to reporters.
"We are completely shocked. It・/FONT>s unbelievable," he said.
"We completely condemn this very dangerous attack, and I convey my condolences
to the American people, to the American President and to the American
Administration, not only in my name but on behalf of the Palestinian
people."
In the West Bank, meanwhile, the leader the Democratic Front for the
Liberation of Palestine (DFLP) denied his group was involved in the
attacks.
Qais Abdel Rahim was reacting to reports that two Arab satellite stations
in the Gulf had received anonymous claims of responsibility on behalf
of the DFLP, a radical faction of the Palestinian Liberation Organisation.
Mr Abdel Rahim said his group condemned the attacks.

韓国の証券会社職員ら無事避難
航空機テロを受けた世界貿易センター内にはLG証券、LG火災、現代(ヒョンデ)証券、東源（トンウォン）証券など韓国証券会社のニューヨーク支社が入居しているが、職員は事件発生後、安全に避難したことが判明した。
職員との電話による連絡は不可能な状況だが、LG証券のモク・ソッキュン支社長の家族は、モク支社長が事件直後の電話で｢職員と無事避難したから安心していい｣と伝えてきたという。
また、世界貿易センター78階にある現代証券の米法人は、チュ・イクス社長をはじめ全職員が無事避難したことが確認された。
爆発事件の発生から1時間後、南タワーと北タワーのツイン・ビルが倒壊したため、同センター内にテナントとして入っている企業の職員は避難する時間があったと見られるが、まだ安否は確認されていない。

11日(現地時間)開かれる予定だった国連総会は、今回のテロのためにいったん１日延期すると、国連代表部の関係者が伝えた。今回のテロ事件と関連し、ニューヨーク市内にある国連本部ビルの職員もすべて避難している。
国連本部周辺に位置する韓国国連代表部も、宣抉ﾑ(ソン･ジュンヨン)大使と潘基文(パン･ギムン)総会議長秘書室長を中心に非常勤務に突入し、在米韓国人に関する被害状況の把握に取り掛かっている。しかし、現地は現在電話が通じず、市内の移動まで難しいため、状況の把握がうまくいかずに苦しんでいる。

NEW YORK (CNN) -- Terrorists struck the United States Tuesday morning
in harrowing, widespread attacks that included at least three commercial
jet crashes into significant buildings.
• In the first attack, a plane hit the north tower of the World
Trade Center in Manhattan shortly before 9 a.m., followed by another
plane into the second tower about 20 minutes later. Both towers later
collapsed.
• Reports said oen plane appeared to be an American Airlines Boeing
767 that had been hijacked after take-off from Boston. American Airlines
told CNN that it lost two planes in "tragic accidents," one leaving
Boston with 81 passengers and 11 crew aboard, and the second leaving
Washington Dulles airport with 58 passengers and six crew aboard. Both
planes were en route to Los Angeles
• About an hour later, a plane crashed into the Pentagon in Washington,
part of which later collapsed.
• United Airlines Flight 93 airliner headed from Newark, New Jersey,
to San Francisco, crashed near Somerset, Pennsylvania -- police said
initial reports indicated no survivors. It was not known if this was
connected to the attacks.
• The Pentagon, the White House, the State Department, the Justice
Department, the Capitol, the CIA and all other government buildings
in Washington evacuated.
• In the first ever national ground stop of aircraft, all flights
nationwide have been stopped at their departure airports.
• All international flights were diverted to Canada.
• Israel has evacuated all its missions around the world.
• President Bush cancelled an appearance in Florida to return
to Washington, calling the crashes "apparent terrorist attacks" and
"a national tragedy."
• In Chicago, the Sears Tower was evacuated; United Nations in
New York evacuated.
• The Centers for Disease Control and Prevention in Atlanta was
evacuated. CDC was preparing bioterrorism teams in case they become
necessary.
• The New York Port Authority said it had closed all bridges and
tunnels into the city.
• New York's Bellevue Hospital was designated command central
for handling the catastrophe. Several hospitals have already reported
receiving victims with burns and head injuries.
• U.S. stock markets were closed after the New York attacks.

hit the Pentagon in Washington in a deadly wave of presumed terrorist
attacks that shocked America and brought air traffic nationwide to a
halt.
A car bomb exploded outside the State Department, which was evacuated
along with the White House and the Capitol. Wall Street, the nation's
financial hub, was shut down as the twin 110-story towers CKK of the
Trade Center toppled after the crash.
President George Bush, breaking off a visit to an elementary school
in Florida, called it a "national tragedy." "Terrorism against our nation
will not stand," he said, vowing to "hunt down and to find those folks
who committed this act."
One of the planes that crashed into the Trade Center was American Airlines
Flight 11, hijacked after takeoff from Boston en route to Los Angeles,
American Airlines said.
The planes blasted fiery, gaping holes in the upper floors of the twin
towers. A witness said he saw bodies falling from the twin towers and
people jumping out. About an hour later, the southern tower collapsed
with a roar a huge cloud of smoke; the other tower fell about a half-hour
after that.
"This is perhaps the most audacious terrorist attack that's ever taken
place in the world," said Chris Yates, an aviation expert at Jane's
Transport in London told The Associated Press. "It takes a logistics
operation from the terror group involved that is second to none. Only
a very small handful of terror groups is on that list. ... I would name
at the top of the list Osama Bin Laden."
All planes were grounded across the country by the Federal Aviation
Administration. All bridges and tunnels into Manhattan were closed down.
The twin disaster at the World Trade Center happened shortly before
9 a.m. and then right around 9 a.m.
Heavy black smoke billowed into the sky above the gaping holes in the
side of the twin towers, one of New York City's most famous landmarks,
and debris rained down upon the street, one of the city's busiest work
areas. When the second plane hit, a fireball of flame and smoke erupted,
leaving a huge hole in the glass and steel tower.
John Axisa, who was getting off a PATH train to the World Trade Center,
told The Associate Press that he saw "bodies falling out" of the building.
He said he ran outside, and watched people jump out of the first building,
and then there was a second explosion, and he felt heat on the back
of neck.
Within the hour, an aircraft crashed on a helicopter landing pad near
the Pentagon, a car bomb exploded outside the State Department, and
the West Wing of the White House was evacuated amid threats of terrorism.
And another explosion rocked New York about an hour after the crash.
Witnesses in Washington said the jet that hit the Pentagon also bore
American Airlines markings.
Aydan Kizildrgli, a student from Turkey, who is just learning English,
was driving by the Pentagon when it was hit. He said he saw a plane
come in at a 45-degree angle. "I was in the car, and there was a big
boom," he said. "Everybody was in shock. I turned around to the next
car and said 'Did you see that'? "Everybody didn't believe it." Kizildrgli
left his car where it was, and began walking aimlessly, ending up in
Rosslyn, north of the burning Pentagon, a half-hour later..
The plane, an American Airlines jet, clipped an overheard sign on the
highway just before it crashed. It crashed into the Pentagon at just
after 9:30 A.M. (et) on its belly, said Vin Narayanan, a USA TODAY.com
reporter, who was driving by when the plane came in. The plane exploded
after it hit the building, its tail came off, and began burning immediately,
Narayanan.
The highway that runs along the Pentagon was crowded with rush hour
traffic that immediately came to a halt. People jumped out of their
cars, and began using their cell phones.
Within five minutes, police and emergency vehicles began to arrive and
clear the traffic jam, as they shut down the area.
The attacks stunned people across the country.
Clarence Frank, 80, of Columbus, Ohio, "I'm glued to the television.
All the buildings in downtown (Columbus) are shut down."
Does he remember anything like this?" "I was around when Pearl Harbor
happened. I wasn't there. I was a radio announcement on late Sunday
morning. I was at a stag party. I just couldn't believe it. It's something
you can't describe."
Today was watching Regis&Kelli, "I looked away and then all the sudden
there were pictures of the World Trade Center burning. It just hit me."

What happened?
There has been an apparent coordinated terrorist attack on the United
States, starting with two planes that crashed this morning into the
World Trade Center. Less than an hour after that attack, a plane crashed
on the helicopter landing pad adjacent to the Pentagon, causing a portion
of it to collapse. The attacks triggered immediate security measures
in the Washington area, including evacuation of the White House, the
State Department and the Capitol building.
Mayor Anthony A. Williams declared a state of emergency and called out
National Guard troops, primarily to help with gridlocked traffic.
Were there any injuries?
The extent of injuries in the District is not know at this time, but
some people were being treated for injuries at the Pentagon.
What does this mean for federal workers?
The federal government closed all facilities around Washington at 10:30
a.m. and told the region's 340,000 federal employees they may leave
at their discretion.
"We have told people they may go home immediately. Right now because
of the traffic situation the safest place might be their own offices,"
said Edmund Byrnes, spokesman for the U.S. Office of Personnel Management.
The Capitol and all congressional offices were evacuated.
So far, officials say there are no plans to close the federal government
tomorrow, but the situation will be re-evaluated later in the day. Leave
and scheduling issues also will be addressed later today.
What does this mean for District government workers?
The Williams administration has told all non-essential workers at all
D.C. agencies to evacuate their offices, and all public services at
D.C. agencies, such as the Department of Motor Vehicles and the Department
of Consumer and Regulatory Affairs, have been closed.
The mayor has set up a command post at the emergency operations center
in the Reeves Building at 14th and U streets NW.
How has this affected transportation?
The Federal Aviation Administration shut down airports nationwide.
Police closed I-395 northbound at the Pentagon. In the District, Constitution
and Independence avenues around the Mall have been shut down. The 14th
Street Bridge remained open but jammed. Transportation authorities opened
Canal Road to take outbound traffic one-way and encouraged people to
use the Southeast Southwest Freeway to leave the city's center.
Traffic heading into the District this morning was jammed on all major
thoroughfares and across all bridges. Traffic from the city to the suburbs
also began to back up as federal workers were released from work and
began heading home.
Is Metro operating?
Metro shut down the Pentagon station just after the explosion at 9:45
a.m. It is unclear if the station was damaged. Outbound trains are being
turned around at Arlington Cemetery on the Blue Line and at L'Enfant
Plaza on the Yellow Line and Metro officials were scrambling to put
together a "bus bridge" to ferry riders around the Pentagon station.
Bus service at the Pentagon, one of the biggest transfer points in the
region, was halted. A bus bridge was established between Arlington Cemetery
and Pentagon City.
What about schools?
Northern Virginia school districts and D.C. schools opted to remain
open, while most Maryland schools shut one or two hours early. Almost
all districts canceled after school and evening activities.

'War Movie' Unfolds on Television News

The pictures are awful, the anchors grave, the television coverage careening
from one disaster to the next.
"Things will not again be the same in the United States of America,"
said Brit Hume of Fox News.
The smoke, the fire, the planes, the horrifying sight of the World Trade
Center's south tower disappearing from the skyline, the explosion at
the Pentagon – television captured it all as a nation watched,
transfixed.
Reporters were restrained after the first explosion at New York's 110-story
trade center, raising but not speculating about whether a terrorist
attack was involved.
By the time the second plane hit the other twin tower, it was clear
this was no accident.
Tom Brokaw spoke of "the physical threat and now the psychological threat"
of terrorism.
J.C. Hayward of Washington's WUSA-TV said: "This is a horrible sight,
and a scary, very frightening day."
"Washington, D.C., the nation's capital, is extraordinarily tense,"
said CNN's Frank Sesno, "and clearly taking steps as if it is virtually
under siege."
The facts came trickling in, each more stunning than the last: Reports
of a hijacked plane, two hijacked planes, confirmation that a Boston
to L.A. flight had indeed been seized and flown into the World Trade
Center. The White House evacuated, the Capitol and the Treasury evacuated,
air traffic shut down.
"FBI rescue operations and other operations are in chaos," said NBC's
Andrea Mitchell.
And then, with journalists are viewers alike reeling – how could
this possibly have happened, without warning – more tragedy: the
towers fell. "The building has collapsed. That tower just came down,"
said NBC's Matt Lauer.
And then, on this day of split-screen tragedy, back to Washington. "Senior
officials in Washington tell us that a car bomb has exploded outside
the State Department," said ABC's Peter Jennings.
Within minutes, more unfathomable pictures: The North Tower of the trade
center collapsing, just wiping the symbol of New York commerce from
the skyline. "One can scarcely comprehend the loss of life of all the
people who were not lucky enough to scramble out of the building," an
MSNBC anchor said.
Then, CNN with unconfirmed reports of a 747 down in Pennsylvania; MSNBC
confirming the crash, 80 miles outside of Pittsburgh.
It was a war movie, a seemingly far-fetched war movie, unfolding on
our television screens.

SARASOTA, Fla. -- A young advance worker whisked away the easel holding
a chart that was to accompany an education pep talk, a blue curtain
parted and President Bush walked briskly toward the presidential podium,
set up in an elementary school media center. He turned toward the audience
long enough to show a stunned, wide-eyed look.
By the time he reached the podium, he looked stern and businesslike.
He folded his hands. “Ladies and gentlemen, this is a difficult moment
for America,” Bush said, reading from handwritten notes. “I unfortunately
will be going back to Washington after my remarks. Secretary Rod Paige
and the lieutenant governor will take the podium and discuss education”
he said, referring to the Education Secretary. “I do want to thank the
folks here at Booker Elementary School for their hospitality. Today,
we’ve had a national tragedy,” he said.
“Two airplanes have crashed into the World Trade Center in an apparent
terrorist attack on our country. I have spoken to the vice president,
to the governor of New York, to the director of the FBI, and I’ve ordered
that the full resources of the federal government go to help the victims
and their families and to conduct a full-scale investigation to hunt
down and to find those folks who committed this act. Terrorism against
our nation will not stand.” He paused.
“And now, if you’d join me in a moment of silence,” he said. He bowed
his head for a second or two.
“May God bless the victims, their families and America. Thank you very
much,” he said. Then he headed for the airport, where Air Force One
was scheduled to take him back to Washington.
Bush had begun his morning about 6:30 a.m., running 4.5 miles during
a 42-minute stop at a golf course near the Longboat Key resort where
he spent the night. It was dark when he started. He ran with a reporter,
Richard Keil of Bloomberg News, and both were sopping wet after keeping
a 7 minute 20 second pace. A Secret Service agent ran with them, and
they were trailed by three golf carts.
At 9:04 a.m., before his speech, Bush went into a classroom for a brief
reading demonstration. He smiled when he saw the 18 children. At 9:07
p.m., his chief of staff, Andrew H. Card Jr., leaned over and whispered
to him. Bush’s face suddenly went grim.
At that point, officials apparently thought the crash was an accident.
Bush sat with his hands folded and his legs crossed, with a bemused
look. The second-graders read so well that Bush said, “Really good readers!
Whoo! This must be sixth-graders.”
Bush asked his standard question about whether any of the children read
more than they watch television, and was pleased to hear that some do.
Their reading included the phrase “more to come.” Bush asked, “What
does that mean? “More to come?”
One of the pupils said, “Something else is going to happen.”
Bush said, “That’s exactly right.”

A plane crashed on the helicopter landing pad adjacent to the Pentagon
this morning less than an hour after two planes crashed into the World
Trade Center in an apparent terrorist attack.
There were reports of injuries at the Pentagon, but no details. The
Pentagon building was partially blackened on the outside and at least
a portion of the structure had collapsed, witnesses said.
“We heard what sounded like a missile, then we heard a loud boom,” said
Tom Seibert, 33, of Woodbridge, Va., a network engineer at the Pentagon.
“We just hit the dirt. We dived instinctively.
“We were sitting there and watching this thing in New York, and I said,
‘you know, the next best target would be us. And five minutes later,
boom.’‚ Earlier reports of other explosions in the Washington
region, at the State Department and the Capitol, were not accurate,
law enforcement officials said. The crash at the Pentagon, which occurred
less than an hour after the New York attacks, triggered immediate security
steps in the Washington area, including evacuation of the State Department,
the Capitol building and the West Wing of the White House. The nine
top leaders of the House and Senate were taken into federal protection,
according to the U.S. Capitol Police. The Federal Aviation Administration
shut down airports nationwide.
The federal government closed all of its facilities around Washington
at 10:30 a.m. and told the region’s 340,000 federal employees they could
leave at their discretion. “We have told people they may go home immediately.
Right now because of the traffic situation the safest place might be
their own offices,” said Edmund Byrnes, spokesman for the U.S. Office
of Personnel Management.
At Tysons Corner, one of the region’s largest job centers, office buildings
were evacuated before noon, creating a massive traffic jam on Route
7 and nearby streets. Within an hour of the New York explosions, the
federal government took the additional step of shutting down national
landmarks across the country, including the Washington Monument, the
Statue of Liberty and the St. Louis Gateway Arch, among other locations,
according to the National Park Service.
The Metro system remained open except for the Pentagon stop.
Metro shut down the Pentagon station just after the explosion at 9:45
a.m. It is unclear if the station was damaged, spokesman Ray Feldmann
said. Outbound trains are being turned around at Arlington Cemetery
on the Blue Line and at L’Enfant Plaza on the Yellow Line and Metro
officials were scrambling to put together a “bus bridge” to ferry riders
around the Pentagon station. Bus service at the Pentagon, one of the
biggest transfer points in the region, was halted, Feldmann said.
Police closed I-395 northbound at the Pentagon. In the District, Constitution
and Independence Avenues around the Mall have been shut down. By 10
a.m., traffic heading into the District was jammed on all major thoroughfares
and across all bridges, said Connie Niebuhr of Smartraveler, the telephone
traffic information service. “This thing hit right in the middle of
the rush, and now everything’s jammed,” she said. Traffic from the city
to the suburbs began building at the same time, as federal workers were
released from work and began heading home, she said.
At the Pentagon, employees had heard about or seen footage of the World
Trade Centre attack when they felt their own building shake. Ervin Brown,
who works at the Pentagon, said he saw pieces of what appeared to be
small aircraft on the ground, and the part of the building by the heliport
had collapsed.
John Damoose, a Travis City, Mich., native who was in a meeting said
“everybody got nervous .‚.‚. We didn’t know whether to stay
inside or go outside. The thing with terrorist attacks is that you don’t
know what is the next thing that will happen.” Damoose said the worst
part was leaving the Pentagon and walking along Fort Meyer Drive, a
bike trail, “you could see pieces of the plane.”
Rick Watson, 30, of Lake Ridge, Va., another network engineer, felt
as if he were reliving the California earthquake that struck during
the World Series several years ago.
“My first instinct was to jump under the desk,” he said.
Officials and employees said evacuation was orderly and calm.
“There wasn’t any crying and everybody was just making sure others were
okay,” said Navy commander Dawn Maskell.
“When the guy said it was time to evacuate, we already knew about the
World Trade Center, and so we secured classified documents and got out
of the building. Our first concerns were safety and equipment,” she
said. “We were out in three minutes.” The scene outside shocked many.
“The scary sight was when we first walked outside the building and saw
the big smoke,” said Watson. “That literally made my knees buckle.”
Navy Lt. Matt Murphy was in the basement at the time. He was out of
the building within a minute, he said.
“A determined enemy can hit you,” said Murphy, choking up with emotion
as he spoke. “It’s just a matter of determining how you do when you’re
hit. Being able to hit this many targets in a seemingly effective way
is the stunning part to me.”
Navy Capt. Charles Fowler, assigned to the Joint Chiefs, was working
on a speech for Gen. Henry Shelton, the chairman of the Joint Chiefs,
when he heard the explosion. “You could feel the building shake,” said
Fowler. You knew it was a major explosion. I grabbed all my gear and
grabbed the laptop and headed out.”
“The interesting part was we didn’t hear the alarm go off, but word
got around very fast. It was an orderly evacuation”
Fowler’s office, on the river side, appeared to be on the opposite side
from the explosion, he said. “Tons of smoke was coming up from the wedge—lots
of black and gray smoke.”
Officials shut down the Virginia State Capitol building shortly after
10 a.m. this morning, locking all doors, with only key personnel inside.
“The building is shut down,” said a Capitol Police officer as he locked
one door.
Dozens of office workers gathered on the rooftops of their office buildings
in Georgetown, staring across the river into Virginia where a huge cloud
of smoke billowed from the Pentagon. Some held their heads in disbelief;
others stared ahead stonily. Sirens could be heard wailing from both
Virginia and other parts of the District. Traffic crept along the Whitehurst
Freeway and then slowed even further on K street, where dozens of workers
gathered to cross the busy street at every intersection.
The news of the attacks and evacuation of federal buildings sent hundreds
of office workers into the streets and created a frenzied atmosphere
downtown today.
Fire engines roared down streets, dozens of office workers milled in
Farragut Square and K Street was jammed with cars at a time when most
of establishment Washington usually would be in their offices.
In Farragut Square, dozens of office workers milled in a park that normally
would be left to unemployed and homeless spending the day on benches.
“It’s scary,” said Anthony Riker, 23, an employee at a non-profit with
offices next to the New Executive Office Building. Added co-worker,
Ruben Duboin, 25, “It’s something we always joke about, being right
close to the White House, but this is scary.”
“I’m getting my kids out of school,” said a shaken Paula Williams, who
was standing at the corner of L Street and Connecticut Ave. NW about
10:10 am. She said she had been evacuated from her offices on K Street
NW.
“We were just told to get outta the building,” said Steve Neugeboren
who works for the Environmental Protection Agency. He was in his office
when he heard someone in the hallway telling employees to leave around
10:30 a.m. “I’m scared.”
He was one of about 15 people clustered around a van at 15th and M Streets
that had its radio on so people could hear what was happening.
Tom Marshall, also of the EPA said he heard others saying “business
as usual” but he left as Neugeboren, of Bethesda, dragged him out of
the office.
Marshall called his wife on her cell phone to meet her at the street
corner. Marshall and his wife, Mary O’Lone, who works at the Lawyers
Committee for Civil Rights, live in the District and were going to walk
home.
O’Lone’s office is at 14th and New York. She was told to leave immediately
this morning because her office is too close to the White House.
Streets at 10:30 were clogged with cars, sidewalks were crowded with
people on cell phones trying to get in touch with family and friends.
“Okay, I’m at 16th Street now, near Dupont,” said one woman into her
phone.
“I’m worried about friends and family in New York,” said Marshall.

United confirms its plane crashed in Pittsburgh
CHICAGO, Sept. 11 (UPI) -- United Airlines today confirmed one of its
planes crashed outside Pittsburgh shortly after two planes crashed into
the World Trade Center in New York.
United said it had no word on how many people were aboard Flight 93,
a Boeing 757 heading from Newark, N.J., to San Francisco.
"At 10:15 a.m. United Airlines confirmed one of its flights has crashed
near Pittsburgh," a statement issued by the airline said. "Flight 93,
a Boeing 757 originating in Newark was bound for San Francisco. United
is deeply concerned (about) a further flight, United Airlines 175, a
Boeing 767 from Boston to Los Angeles.
"On behalf of the airline, CEO James E. Goodwin said the thought of
everyone at United, the passengers and crew of these flights are in
our prayers. Our prayers are also with everyone on the ground who may
have been involved in today's tragic events.
"United is working with all relevant authorities including the FBI to
obtain further information on these flights. In the meantime, in line
with FAA directives, a worldwide groundstop on all flights continues."
