米国議会が17日、炭疽菌騒動で閉鎖され、ニューヨーク市では警察署から炭疽菌の胞子が検出されるなど、時間が経つに連れ、バイオテロの恐怖が急速に米国を襲っている。
下院議長は記者会見を開き、議事堂4階にある自分の補佐官の部屋からも不審な手紙が発見され、人の出入を遮断し、検疫を実施していると述べた。また、同日から5日間下院を閉鎖し、徹底的な汚染状況の調査を実施すると明らかにした。
下院議長の発言は、ダシュル上院院内総務とペインゴールド上院議員の補佐官など、議事堂関係者34人の炭疽菌接触事実が明らかになった直後出た。
議事堂は今月15日、ダシュル上院院内総務の補佐官室と郵便物保管所から炭疽菌が検出されたことから、8階建てのビルを閉鎖し、約1400人に対し検疫を実施、3日分の抗生剤を支給した。また、この日下院関係者約400人に対する検疫を実施した。
一方、パタキ・ニューヨーク州知事はニューヨーク市マンハッタンの州警察署から炭疽菌胞子が検出されたと明らかにした。

Anthrax Used in Attacks May Be From Single Source

WASHINGTON (Reuters) - The White House said on Friday the same strains
of anthrax were used in attacks in Washington, Florida and one case
in New York, suggesting they came from a single source, and warned the
American public that more tainted packages could be in the mail.
In a sign investigators were making process, Homeland Security Director
Tom Ridge said the FBI (news - web sites) had identified a mailbox used
to send out anthrax-laced letters and had found no evidence thus far
that the bacteria was processed to make it more likely to infect people,
as some reports had suggested.
``I wish I could tell you that we have seen the end of it, but obviously
we are preparing for more. That's why we have increased the supply of
antibiotics and that's why we are pursuing every lead as aggressively
as possible,'' Ridge told a White House news conference, in which he
announced the formation of a task force and the availability of grants
aimed at beefing up state and local preparedness.
The Postal Service said it would take the extraordinary step of sending
notices next week to every residence and office in the United States
instructing people on how to identify and handle suspicious letters
and packages.
Based on tests of the anthrax used in letters sent to a tabloid publishing
house in Florida, NBC news anchor Tom Brokaw in New York, Senate Democratic
leader Tom Daschle in Washington, Ridge said investigators concluded
that the strains were ``indistinguishable'' from one another.
``It does appear that it may have been from the same batch,'' Ridge
said. ``It may have been distributed to different individuals also to
infect and descend into different communities.''
STRAIN NOT WEAPONIZED
Contrary to some reports, investigators said the anthrax discovered
had not been ``weaponized.'' Some officials had feared that it may have
been processed to produce antibiotic resistant or more toxic strains.
``It is a naturally occurring strain originally from animals and there
is no evidence it has been genetically manipulated or bioengineered
in any way,'' David Fleming of the Centers for Disease Control and Prevention
(news - web sites) told reporters in a teleconference on Friday.
Ridge would not say whether these findings suggested that the anthrax
came from a domestic or foreign source.
``I can't give you any information on that at all today,'' he said.
President Bush (news - web sites) has not ruled out the possibility
that Osama bin Laden (news - web sites), prime suspect in the Sept.
11 hijack attacks on the World Trade Center and the Pentagon (news -
web sites), could be behind the outbreak.
So far, there have been two cases of ``inhalation'' anthrax in Florida,
at the offices of American Media Inc. in Boca Raton. One man died there,
while another is recovering and is being treated with antibiotics.
In New York, there were four cases of skin anthrax at NBC, ABC, CBS
and the New York Post. Each is being treated with antibiotics.
In Trenton, New Jersey, two postal workers are also being treated with
antibiotics for skin anthrax.
On Capitol Hill, the number of positive exposures to anthrax dropped
by three to 28 on Friday and officials said they did not expect the
toll of those already exposed to the potentially deadly bacteria to
rise.
MAIL SITE LOCATED
Ridge said the FBI had identified ``the site where the letters were
mailed,'' but declined to elaborate. Authorities say Trenton, New Jersey,
was the postmark for anthrax-laced letters sent to Daschle on Sept.
17 and Brokaw on Sept. 18.
While acknowledging that more attacks were possible, Ridge said federal,
state and local authorities were taking steps to protect the public.
``Our water supplies, power plants, dams and other critical infrastructures
are being guarded and strengthened,'' Ridge said. ``Many of these new
security measures are clearly visible, but many, many more are not.''
With Bush in China for an Asia-Pacific summit, Ridge's appearance led
a major administration effort to stem mounting uncertainty over the
anthrax scare.
So far, Ridge said, the administration has released $2 billion to the
Federal Emergency Management Agency (news - web sites).
Through FEMA, Ridge said the administration would also provide $550
million in grants to state and local government to beef up their defenses
against attacks.
The administration will also give nearly $300 million to the Department
of Health and Human Services (news - web sites) to boost local preparedness.
``The federal, state and local team is more coordinated than ever,''
Ridge said.

いま10月19日金曜日7時。京都へ向かう新幹線の中です。
今週の国会も忙しかったです。
テロ対策法案に始まり、私個人としては、17日と今日19日の2回
の衆議院厚生労働委員会での質問（30分ずつ）。
国会も4ヶ月ぶりにエンジンがかかってきたなという感じです。
■簡単に19日の報告。
＊朝8時から、民主党の医療制度改革チームの勉強会。
ヨーロッパの医療制度、特に、老人医療制度について講師を招い
て勉強。
＊9時半から児童虐待を研究テーマとしている松下政経塾の後輩と
会う。
＊10時から衆議院厚生労働委員会。
今日は、予防接種法案の審議。
＊12時ー12時半までが私の質問。

◆4ヶ月ぶりの質問だった一昨日に比べると、少し落ち着いてリラ
ックスして質問できた。
●まず、第一問は、一昨日の続き。
一昨日の医療制度改革についての答弁で、坂口大臣は、
「看護婦のあり方、役割を見直さねばならない。何でも医師まかせ
ではダメだ」という趣旨の発言をされた。
私の
「日本ではあまりにも医師が何でもかんでもやりすぎて、可能な範
囲で、看護婦への権限委譲が必要ではないか」という質問への前向
きな答弁だった。
この坂口大臣の答弁を受けて、今日は、
今の日本の医療問題の議論に、あまりにも看護婦の関与が少なすぎるので、
「中央社会保険医療協議会（中医協）の委員に、看護婦の代表を加
えるべきだ」と質問した。
「その前に中医協のあり方や、看護婦のあり方・役割を議論せねば
ならない」とのことだったが、
「医療制度改革の中で議論していきたい」と少し前向きな答弁。
●その後、インフルエンザの予防接種法案について質問。
有効性の議論などをした。
また、インフルエンザの集団感染は、雑居部屋の老人施設などに多
いことから、個室・ユニット型の特別養護老人ホームの整備推進を
要望した。
●特別養護老人ホームの人員配置基準を、
介護職員：入居者＝１：３（フルタイム換算）では、
個別ケアは難しいので、１：２に引き上げるべきだと要望。
桝屋副大臣の答弁は
「「今は考えておりません」という後ろ向きの答弁。
改めて、「個室・ユニット型のハードの整備、人手というソフトの
整備はセットで進めるべきだ」と訴えた。
桝屋副大臣は、先日、全室個室・ユニット型の特別養護老人ホーム
「風の村」を訪問しておられるので、この問題の重要性は理解して
おられるようだ。
●また、所得が低い人でもこの「個室・ユニット型特別養護老人ホ
ーム」に入居できるように、低所得者対策をすべきである、と質
問した。
「これから検討します」との答えであった。
●さらに、既存の四人部屋の特別養護老人ホームや、老人保健施設
にも個室・ユニット型に改築する際に補助金をつけて、個室・
ユニット型を推進すべきであると、坂口大臣に質問した。
坂口大臣も「推進したい」との答弁であった。
ただ、坂口大臣も狂牛病問題で疲れておられたので、この質問に
ついては、用意された原稿を読み上げるだけであった。
◆国会質問では多くの議員は、厚生労働省の役人さん（局長や審議
官など）に質問し、答弁してもらうケースが多い。
そのほうが正確な答弁が返ってくるからだ。
しかし、私はあくまでも国会は政治家同士の討論の場であるので、
お役人さんの答弁ではなく、あくまでも大臣か副大臣に答弁しても
らうことにしている。
◆つくづく思うが、テロ対策や狂牛病問題で国会は慌しく、そんな
中で、個室の特別養護老人ホームや、老人医療における看護婦の役
割の見直し議論などをやっているのは、変かもしれないが、私は、
あくまでも何が起ころうが、私が国会に送ってもらっているミッシ
ョン（使命）は、
まず第一に「安心して老いられる社会をつくる」ことだと自負して

◆来週は、水曜日か金曜日に育児休業・介護休業についての法案の
審議が厚生労働委員会であり、また、私も質問することになるか
もしれません。
■そして、来週25日木曜日には、
「司法と精神障害者のかかわり」についての会議、議員立法で国会
に提出しているホームレス自立支援法案の会議があります。
◆もう臨時国会終了の打ち上げの飲み会の案内状も来ています。
もたもたしているとあっという間に12月7日の臨時国会会期末に
なります。
◆この2ヶ月の臨時国会で、確実に福祉が進んだ。
また、世の中が良くなったと言ってもらえるように正味あと1ヶ月
あまりの国会活動に頑張ります。
◆なお、テロ対策や狂牛病問題で、肝心の雇用対策や、構造改革問
題が後回しになっています。
◆11月には補正予算の審議もあります。
これらの問題にも精一杯取り組みたいです。
