「都心部への車の全面乗り入れ禁止」

The idea is not bad, but I don't agree completely to this proposal.
Certainly it may help reduce traffic jams and air pollution in big cities, but there would arise（発生する）another problem.
For instance, suppose every commuter to the city switched to public transportation.
Then, during rush hour, more passengers would be crammed into already overloaded buses and trains, and they would go through a more horrible 'commuter hell'(通勤地獄) than they do now.
